Where can I find a clear, understandable and easy-to-use manual for the C++ programming language?

Don't waste your time on a "...in 21 days" book. You will never learn a serious thing with them and you never finish them in 21 days! ;)

Where can I find a clear, understandable and easy-to-use manual for the C++ programming language?
They probably make a How to for Dummies on it. I got the one for HTML and i find it very easy to read and understand
